This letter is in reference to a Permit to Install application for Wolverine Power Supply Cooperative, Inc's. proposed installation of a 600-megawatt (MW) coal-fired steam electric power plant. The power plant will be located within the Oglebay-Norton Quarry property, Rogers Township, Presque Isle County, Michigan. The Permit to Install application is identified as No. 317-07.
The Michigan Department of Environmental Quality (MDEQ) has announced a 60-day public comment period on the draft permit conditions, as required by state requirements and Title 40 of the Code of Federal Regulations Part 51.161. The public comment period is to solicit written comments prior to making a final decision on the permit application. Written comments received during the comment period will be considered in the final permit decision. Please mail comments by November 24, 2008, to Ms. Mary Ann Dolehanty, Acting Permit Section Supervisor, MDEQ, Air Quality Division, P.O. Box 30260, Lansing, Michigan, 48909-7760. This proposal is subject to Prevention of Significant Deterioration (PSD) rules and regulations for a major source based on the expected emissions of particulate matter (PM), particulate matter less than 10 microns (PM-10), particulate matter less than 2.5 microns (PM-2.5), sulfur dioxide (SO2), nitrogen oxide (NOx), carbon monoxide (CO), volatile organic compound (VOC), sulfuric acid (H2SO4), and hydrogen fluoride (HF). The proposed power plant will consume only 4.6 percent, 73.4 percent, and 12.2 percent of available increment for nitrogen oxide (NO2), PM-10 (24 hour), and PM-10 (annual), respectively.
Please note that the public comment period and hearings are to allow all interested parties the opportunity to comment on the Department's proposed conditional approval of a Permit to Install (PTI) and a Notice of Maximum Achievable Control Technology (MACT) Approval. The permit will constitute a Notice of MACT Approval, and will establish federally enforceable MACT emission limitations and requirements pursuant to Rule 336.1299(e), promulgated pursuant to Part 55, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended, for implementing Section 112(g) of the federal Clean Air Act.
On October 1, 2008, an informational session in panel format will be held from 5:00 p.m. until
9:00 p.m. in the Rogers City High School Gymnasium, 1033 West Huron Avenue, Rogers City, Michigan. During this Informational Session, staff will be available to provide information and answer questions about the proposed installation of a 600-megawatt coal-fired steam electric power plant.
On October 29, 2008, a public hearing will be held starting promptly at 7:00 p.m. in the Rogers City High School Gymnasium, 1033 West Huron Avenue, Rogers City, Michigan. Prior to the hearing, an informational session will be held in an open-house format from 5:00 p.m. until 6:30 p.m. in the Rogers City High School Gymnasium, 1033 West Huron Avenue, Rogers City, Michigan. Staff will be available to answer questions. The public hearing will follow at 7:00 p.m.
An additional public hearing will be held on October 30, 2008, starting at 6:00 p.m. in the Rogers City High School Gymnasium, 1033 West Huron Avenue, Rogers City, Michigan. Prior to the hearing, an informational session will be held in an open-house format from 4:00 p.m. until
5:30 p.m. in the Rogers City High School Gymnasium, 1033 West Huron Avenue, Rogers City, Michigan. Staff will be available to answer questions. The public hearing will follow at 6:00 p.m.
The sole purpose of the hearing will be to take formal testimony on the record. During testimony, questions will not be answered; however, staff will be available to answer questions outside the hearing room.
After resolving any issues raised during the public comment period and the hearing, a final decision will be made on the permit application.
